Aid when needed: UN official

DOHA: The United Nations is ready to address any humanitarian need that might arise due to political unrest in certain countries in the Middle East and Africa says an official.

“We have a regional office in Cairo. We are monitoring very event closely. We have continual (humanitarian) plans, but we have not activated at this point of time,” Valerie Amos, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator told The Peninsula yesterday.

Condemning the violence against the people protesting for legitimate rights in some Middle East and African countries, she said: “The safety and security of the people is the first responsibility of any government. My colleagues at the High Commission of Human Rights have made it clear that they will investigate HR abuses. One of the issues for them is the importance in getting access, to enable it they have to push very hard.”

“There is lots of diplomacy going on where people will be trying extremely hard to get leaders in these countries to really respect the rights of their people.”

In reply to a query about the current situation in Libya she said the situation was really testing human rights.

Amos is a two day visit to Qatar in her capacity as the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator held several meetings with government ministers, charitable organisations and NGOs.

“The visit is very much about deepening and strengthening our partnerships with Qatar which is very important for us in terms of our humanitarian work. Qatar in number of ways is already involved with us. From my prospective it’s important that we broaden our prospective of support of humanitarian work but also we engage in key partners in Qatar, we are thinking about what ever the challenges that we are going to face over the next few years and how together we can work to resolve them,” said Amos.

The UN is already working with Qatar as a contributor to the central emergency response fund, which is set up by member countries to give money immediately to UN organisations, when they need to response to a crisis in any country. Amos held discussions with the Prime Minister and Foreign Minister H E Sheikh Hamad bin Jassem bin Jabor Al Thani on ways of enhancing cooperation between Qatar and the UN.

‘Hope For’ initiative, launched by the Prime Minister last year to improve the effective use of military and civil defence assets in relief operations was a main subject of the discussion. .

“We respond globally for disaster and Qatar wants to lead an initiative that we can improve coordination, we can work with them very closely,” said Amos.

Qatar is a member of International Search in Rescue Service, a team of search and rescue workers in different countries across the world gone through some training and being able to deploy at very short notice around the world.

“We discussed those areas of International Search in Rescue Service and with possibilities of signing a Memorandum of Understanding. We are going to have two people coming to our organisation for four months, so they can have a more in depth understanding of what we do,” said Amos.

“We are also looking in ways of engaging with Qatari charitable organisations and NGOs more productively as well.”

Yesterday, UN also co-hosted a seminar with Qatari Red Crescent looking at a financial tracking service of countries, UN agencies and NGOs across the world.

“We will have one place where all the money and all resources that is allocated for humanitarian relief, even if it has not been a channel through the UN system its reflected in a website which is visible and transparent,” said Amos.

The UN’s regional office in Cairo is doing work with cooperation for emergency preparation efforts both at national and regional levels in regional countries, with Qatar playing an important role.

The regional office is also working with countries they have to build capacity. UN will host a forum in May with the Qatari Red Crescent for NGOs across the region about the humanitarian challenges and how to work more productively together. Amos will leave to Geneva today and will visit United Arab Emirates and Saudi Arabia in April.
