MME, Qatari Diar sign MoU for land development, allocation

The Ministry of Municipality and Environment (MME) signed yesterday a memorandum of understanding (MoU) with Qatari Diar Real Estate Investment Company, regarding a mechanism for transferring the condition preventing the disposal of lands allocated by the state for citizens to private lands in Al Khuzama and Al Nafl (Ijarah) and Qetaifan South Islands in Lusail City, or the introduction and mortgage of private lands under the housing regulations.

The MoU was signed in the presence of the Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs, H E Abdulla bin Abdulaziz bin Turki Al Subaie.

The agreement was signed by the Director of Lands and S u r v e y D e p a r t m e n t , Mohammed Abdulrahman Al Abdullah on behalf of the MME, and on behalf of Qatari Diar, by the Chief Development and Asset Management Officer, Eng. Yousef Abu Bakr Al Musleh.

The signing of the memorandum comes within the framework of the existing cooperation between both sides in developing and allocating land and real estate. In his speech during the signing ceremony, the Director of Lands and Survey Department, Mohammed Abdulrahman Al Abdullah, stressed that MME seeks, through the agreement, to increase and provide the finest residential areas for the welfare of citizens by ensuring the selection of housing areas for citizens in modern cities that reflect the real estate development in the country and following the directions of Qatar in creating modern and sustainable cities in line with Qatar National Vision 2030.

He emphasised that the urban planning sector of the Ministry will receive citizens’ requests to transfer the condition preventing them from disposing of or entering their lands in exchange for a cash allowance in those areas so that the applicant can benefit from the housing loan following the conditions and controls in force at the Lands and Survey Department, especially to achieve the vision of Qatari Diar in the establishment and completion of all construction works in Lusail City, in line with the housing system.

He added that the Lands and Survey Department would study the beneficiary’s request to transfer the condition preventing the disposal of state land to private land in Al Khuzama and Al Nafl (Ijarah) and Qetaifan South Islands in Lusail City.

The applicant is required to submit a copy of the title deed of the plot and a copy of the purchase contract for the property located in Lusail City or a waiver agreement, per the special conditions in force in the MME. The request will be submitted to transfer the condition preventing the disposal or entry of private land is approved in coordination with other competent authorities.

For his part, Eng. Yousef Abu Bakr Al Musleh stressed the keenness of Qatari Diar to provide opportunities for Qatari citizens to invest and live in Lusail City, the largest sustainable smart city in Qatar.

He said that the company provided in Lusail City many options and opportunities for residential, commercial, and other real estate investment.

Al Musleh explained that the areas covered by the agreement are among the most distinguished residential areas within the city and that the opportunity to transfer the condition preventing disposal from state lands to private lands will enable citizens to benefit from housing and construction loans and to live in these areas in the modern city of Lusail, which is characterised by integrated infrastructure and facilities, and diverse and comprehensive services.

This will contribute to advancing the development of Lusail City in general
