Doha, Qatar: Qatar has undergone a sweeping legislative transformation that has elevated it among the world’s advanced nations, driven by the vision of the late Father Amir H H Sheikh Hamad bin Khalifa Al Thani and further advanced under the leadership of Amir H H Sheikh Tamim bin Hamad Al Thani, Shura Council Speaker H E Hassan bin Abdullah Al Ghanim has said.
Speaking in an interview with Qatar Television yesterday, Al Ghanim paid tribute to the late Father Amir’s legacy, saying that words were insufficient to describe the scale of his achievements and the profound transformation he led in building the modern Qatari state.
“The words cannot fully describe the accomplishments achieved,” Al Ghanim said, adding that the late Father Amir’s foremost concern was always the nation of Qatar and establishing a state founded on strong institutions.
He explained that one of the late Father Amir’s greatest priorities was creating a state governed by institutions, the rule of law and a comprehensive legislative framework. According to Al Ghanim, H H Sheikh Hamad was determined to move Qatar from its temporary basic law to a permanent constitution that would firmly establish the principles of institutional governance, legal order and constitutional rule.
Having closely followed this period since the early 1990s, Al Ghanim said he witnessed first-hand the ambitious efforts to prepare a permanent constitution that would usher Qatar into a new era of development and national progress.
He described ambition as one of H H Sheikh Hamad’s defining characteristics, saying the late leader’s aspirations “had no limits.”
Whether in media, sports, economic development or foreign policy, Al Ghanim said many people at the time could not imagine that Qatar would achieve the ambitious goals envisioned by the Father Amir.
“He placed Qatar on the world map,” Al Ghanim said, noting that the country’s growing regional and international influence was the result of a vision that exceeded conventional expectations.
He added that the remarkable transformation initiated by the Father Amir has been continued by Amir H H Sheikh Tamim bin Hamad Al Thani, who had closely accompanied that period of national development while serving as Crown Prince.
Al Ghanim also highlighted what he described as one of the Father Amir’s most remarkable achievements, his decision to transfer power voluntarily while at the height of his strength and public leadership.
He said H H Sheikh Hamad’s objective was never simply to remain in office, but rather to establish a modern state built on strong institutions with an influential regional and international standing. He noted that Amir H H Sheikh Tamim bin Hamad Al -Thani had already been closely involved in governance and major national economic and political issues, making him fully prepared to assume leadership and continue the country’s development journey.
Turning to Qatar’s legislative development, the Shura Council Speaker said the country’s legal modernisation began under the Father Amir and has accelerated significantly during the reign of Amir H H Sheikh Tamim bin Hamad Al Thani.
“There is no doubt that we have witnessed a legislative revolution during the reign of Amir H H Sheikh Tamim bin Hamad Al Thani,” Al Ghanim said.
He explained that both leaders were committed to ensuring that every aspect of national life would be supported by modern legislation capable of regulating development and advancing Qatar’s position among leading nations.
According to Al Ghanim, numerous laws and legislative reforms have been enacted covering a wide range of sectors, including the economy, citizens’ affairs, investment, financial markets and the broader financial sector.
He said the legislative foundation laid by the Father Amir has been significantly expanded under the current Amir through the issuance of a large body of modern legislation that now governs and supports nearly every aspect of life in Qatar.
Al Ghanim said this comprehensive legislative development has played a central role in strengthening Qatar’s institutions, promoting sustainable development and positioning the country among the world’s advanced nations.
