Advisory Council discusses draft law on Media City

DOHA: The Advisory Council held its regular weekly session yesterday under the chairmanship of Speaker of the Advisory Council H E Ahmed bin Abdullah bin Zaid Al Mahmoud.

The Advisory Council discussed a draft law establishing the Media City. Under the draft law, the media city will be legal entity and an independent budget aimed at managing and developing the media activity and attracting international media, technology companies, research and training institutions in the fields of media and digital media. 

It also aimed to achieve economic and professional integration with the various state projects and to provide an interactive environment by the licensed companies working in the Media City, which have the authority of granting licenses for television and radio broadcasting and licences for publishing and distribution of newspapers, magazines, and books for eligible companies.

After a discussion of the draft law, the Council decided to refer it to the Information and Cultural Affairs Committee for consideration and report thereon to the Council.

The Council also discussed decree-law No. (18) of 2018 amending some provisions of the tender and auction Law issued by law No. (24) of 2015 and decided to refer it to the Economic and the Financial Affairs Committee for study and report thereon to the Council.

Also, the Council discussed decree-law No. 19 of 2018 amending certain provisions of the law on lawyers issued by law No. (23) of 2006 and decided to refer it to the Legal and Legislative Affairs Committee for consideration and report thereon to the Council.

At the conclusion of the session, HE Speaker of the Advisory Council briefed the Council on his meeting with Speaker of Iraqi Council of Representatives Mohammed Al Halboosi and his accompanying delegation, where the meeting discussed bilateral relations between the State of Qatar and Republic of Iraq and ways to support and develop them in various fields, especially the parliamentary sector, in addition to reviewing a number of issues of common interest.

Also, the Speaker of the Advisory Council H E Ahmed bin Abdullah bin Zaid Al Mahmoud briefed the Council on the participation of the Council’s delegation under his chairmanship at the third meeting of heads of parliaments of European and Asian countries (Eurasia), which was held in Turkey’s Antalya from 8 to 11 October 2018 and the Antalya Declaration of the meeting.

H E the Speaker of the Advisory Council also briefed the Council on the results of his meetings, held on the sidelines of the Eurasia meeting, with a number of heads of parliaments of fraternal and friendly countries, during which they discussed the existing parliamentary relations between the State of Qatar and their countries.

The Speaker of the Advisory Council also discussed his contacts and meetings with the heads of the participating delegations regarding the invitation made by Amir H H Sheikh Tamim bin Hamad Al Thani in his address to the 73rd session of the United Nations General Assembly to hold an international conference on cybersecurity and the readiness of the State of Qatar to host it. He explained that these efforts resulted in the approval and welcome of all delegations to the call of His Highness and included that in the final statement of the meeting.

The Speaker of the Advisory Council also briefed the Council on the participation of the Council’s delegation under his chairmanship in the Meetings of the 139th General Assembly of the Inter-Parliamentary Union (IPU), which took place in Geneva from 14 to 18 October 2018, and the results of his intensive meetings with senior IPU officials and heads of participating delegations.

The Speaker of the Advisory Council spoke about the great achievement achieved by the state after IPU decided to hold its 140th General Assembly in Doha in April in response to the Qatari invitation, and the foregoing contacts with the geopolitical groups and a number of members of IPU Executive Committee which led to the approval of the Qatari invitation.

The Speaker of the Advisory Council stressed that this great event is a new affirmation of the distinguished international status enjoyed by the State of Qatar under the leadership of H H the Amir and the trust, esteem, and respect that Qatar enjoys at the regional and international levels.
