Emir H H Sheikh Tamim bin Hamad Al Thani issued the Decree Law No 11 of 2017 amending some provisions of the Law No 3 of 2004 on combating terrorism.
The Decree Law included the definition of terrorists, crimes and terrorist acts and entities, the freezing of funds, the financing of terrorism, the creation of two national lists of individuals and terrorist entities, the identification of procedures for listing individuals and entities in any of them and the related implications, and the right of the concerned party to challenge the listing decision before the Court of Cassation.
The Decree Law is effective starting from the following day of its publication in the official gazette.
The Emir also issued the Decree No 48 of 2017 ratifying an agreement on preventing and combating transnational crimes between the Ministry of Interior of Qatar and Ministry of Public Security of the Socialist Republic of Vietnam, signed in Doha on May 29, 2014, which shall have the power of law according to the Article 68 of the constitution.
The Emir also issued the Decree No 55 of 2017 ratifying an agreement on encouragement and reciprocal protection of investment between Qatar and Sri Lanka, signed in Doha on May 22, 2012, which shall have the power of law according to the Article 68 of the constitution.
The Emir issued the Decree No 54 of 2017 ratifying a Memorandum of Understanding (MoU) for cooperation in the field of education, higher education and scientific research between Qatar and Azerbaijan, signed in Baku on March 8, 2016, which shall have the power of law according to the Article 68 of the constitution. The Decree is effective starting from its date of publication in the official gazette.
The Emir also issued the Decree No. 53 of 2017 ratifying a MoU on exchanging experiences and cooperating on legal and judicial affairs between the Ministry of Justice of Qatar and the Ministry of Justice and Law of the Republic of Colombia, signed in Bogota on July 27, 2016, which shall have the power of law according to the Article 68 of the constitution.
The Emir issued the Decree No 52 of 2017 ratifying an agreement on cultural cooperation between Qatar and the Government of the Republic of Costa Rica, signed in Doha on April 1, which shall have the power of law according to the Article 68 of the constitution.
The Emir issued the Decree No. 50 of 2017 ratifying a MoU on cooperation in the health field between the Ministry of Public Health of Qatar and the Ministry of Health of the Republic of Belarus, signed in Doha on October 30, 2016, which shall have the power of law according to the Article 68 of the constitution.
The Emir issued the Decree No. 49 of 2017 ratifying an agreement between Qatar and the Government of H M The Sultan and Yang Di-Pertuan of Brunei Darussalam on the avoidance of double taxation and prevention of fiscal evasion regarding income tax and its annexed protocol, signed in Bandar Seri Begawan on January 17, 2012, which shall have the power of law according to the Article 68 of the constitution.
The decree is effective starting from its date of issue and is to be published in the official gazette.
