Doha, Qatar: The Ministry of Education and Higher Education (MoEHE), in cooperation with the Qatar National Commission for Education, Culture and Science and the Unesco Regional Centre for Quality and Excellence in Education, hosted yesterday the launch of the Arab Model for Quality and Excellence in Education (AMQEE) in Qatar.
The launch held at MoEHE headquarter yesterday was attended by Minister of Education and Higher Education H E Lolwah bint Rashid Al Khater.
The Arab Model is an integrated guiding framework designed to support the development of education systems and institutions and enhance the quality of their outcomes. It provides a set of standards, indicators and measurement tools to assess performance, support data-driven educational decision-making, and promote a culture of continuous improvement and excellence.
Developed by the Unesco Regional Centre for Quality and Excellence in Education in cooperation with the Arab League Educational, Cultural and Scientific Organization (ALECSO), the model responds to the needs of Arab countries while taking into account the diversity of their education systems and national contexts. It also draws on international trends and practices in education quality.
The model includes 19 performance indicators centred on developing a learner who is knowledgeable and skilled, balanced in personality, proud of their identity and capable of competing globally. It provides educational institutions with tools to diagnose their current situation, identify improvement priorities, develop action plans and systematically measure their impact.
The launch in Qatar forms part of the partnership between the MoEHE and the Uneseco Regional Centre for Quality and Excellence in Education.
It also supports national efforts to advance education and establish a culture of quality and excellence, in line with the objectives of Qatar National Vision 2030 and Sustainable Development Goal 4 on quality education.
Addressing the launch ceremony, Undersecretary of the Ministry H E Dr Ibrahim bin Saleh Al Nuaimi said the introduction of the model is aligned with the objectives of Qatar National Vision 2030 and the Ministry of Education and Higher Education Strategy 2024-2030, which seek to build an innovative, high-quality education system centred on learners and responsive to the needs of society and the requirements of sustainable development.
He described the model as the outcome of a joint Arab effort to enhance the quality of education systems, noting that it provides educational institutions with a framework to measure performance, identify opportunities for improvement, develop improvement plans and monitor their impact.
The framework, he added, would help strengthen an institutional culture based on measurement, development and innovation.
Al Nuaimi also highlighted the importance of the training programme accompanying the launch in building the capacities of educational leaders and personnel and enhancing their readiness to implement the model. He stressed that the effectiveness of quality frameworks depends on the ability of institutions and their personnel to translate standards and indicators into sustainable development practices.
Director-General of the Unesco Regional Centre for Quality and Excellence in Education H E Dr Abdulrahman Al Mudaires said the launch of the model in Qatar represents a practical step towards transforming concepts of quality and excellence into applicable tools, institutional practices and measurable indicators for development.
He explained that the model was designed as a practical framework linking leadership and policies with learning environments, performance outcomes and the impact achieved for learners and society.
The framework enables educational institutions to diagnose their current performance based on evidence, determine priorities, implement improvement plans and measure their impact systematically. This would allow institutions to assess the extent of improvement in student learning as well as developments in institutional performance and outcomes.
In a recorded address, ALECSO Director-General Prof Dr Mohamed Ould Amar said the model provides an opportunity to strengthen dialogue and exchange expertise and perspectives on education quality as a central issue linked to the future of people and societies. He said quality education is essential to building human capital capable of learning, innovation and effective participation in development.
In another recorded address, Unesco Assistant Director-General Dr. Qun Chen highlighted the importance of the Arab Model for Quality and Excellence in Education as an initiative supporting education development and translating quality concepts into practical approaches that can enhance the efficiency of education systems and their outcomes.
