The fourth Qatar-France Strategic Dialogue, held in Doha on October 21, 2026, marked another important milestone in strengthening the longstanding partnership between the two countries. The dialogue reaffirmed their shared commitment to expanding cooperation in diplomacy, defence, trade, investment, education and innovation.

Held on the sidelines of French President H E Emmanuel Macron’s state visit to Qatar, the dialogue was co-chaired by Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani and French Minister for Europe and Foreign Affairs H E Jean-Noël Barrot.

At a time of growing regional and global uncertainty, the renewed partnership underscores the importance of diplomacy, dialogue and collective efforts to promote peace and stability. France’s recognition of Qatar’s leading role in international mediation further highlights Doha’s growing influence as a trusted diplomatic partner.

Economic cooperation remains a key pillar of bilateral relations, with trade exceeding €1.52 billion in 2025. The two countries’ focus on artificial intelligence, quantum technologies, digital transformation and investment aligns with Qatar National Vision 2030 and France 2030, opening new opportunities for sustainable growth and economic diversification.

Defence and security cooperation also featured prominently, with both sides reaffirming their commitment to strengthening military coordination, cybersecurity, counterterrorism efforts and regional security.
The two countries also emphasised the importance of safeguarding international waterways and ensuring freedom of navigation amid heightened regional tensions. Their shared commitment to addressing security challenges through diplomatic engagement and coordinated international action reflects a responsible approach to maintaining regional and global stability.

Equally significant is their determination to deepen collaboration in education, healthcare, culture, sports and humanitarian assistance. Such initiatives will strengthen people-to-people ties while contributing to human development and regional stability.

The renewed focus on humanitarian and development cooperation, particularly in Palestine, Syria, Lebanon and Africa, further demonstrates the broader significance of this partnership. By supporting crisis-affected communities and strengthening development initiatives, Qatar and France can make meaningful contributions to humanitarian relief, reconstruction and long-term regional resilience.

As Qatar and France look towards their fifth Strategic Dialogue in Paris in 2027, translating these commitments into concrete achievements will be essential. Their expanding partnership reflects a shared vision of stronger bilateral relations, sustainable prosperity and a more peaceful international environment.
