Amir H H Sheikh Tamim bin Hamad Al Thani delivered a speech at the opening of the first ordinary session of the second legislative term of the Shura Council, expressing a far-sighted national vision founded on stability, dialogue, and sustainable development. His Highness reaffirmed Qatar’s commitment to realising its National Vision 2030 through balanced economic management, diversified growth, and a human-centred foreign policy that continues to strengthen the country’s position on the global stage.

At the national level, the Amir praised the Shura Council’s effective legislative role and its positive participation in regional and international parliamentary bodies. He also pointed to the continued strength of Qatar’s economy despite global challenges, noting that the country achieved a growth rate of 2.4% in 2024 and a 1.9% increase in the second quarter of 2025. His Highness attributed this remarkable performance to prudent fiscal policies, disciplined resource management, and the robust performance of non-hydrocarbon sectors that form the backbone of sustainable development.

His Highness further emphasised the nation’s ongoing efforts in education, infrastructure, and renewable energy, highlighting the inauguration of major solar power projects in Ras Laffan and Mesaieed. He reaffirmed that human capital remains the true wealth of the nation, calling for continued investment in education, training, and innovation to prepare national cadres for future challenges. His Highness also underscored the importance of family values and responsible citizenship as pillars of national progress.

The Amir commended the growing role of the private sector in advancing economic diversification, announcing the launch of new programmes aimed at expanding investment opportunities and enhancing competitiveness while maintaining fiscal sustainability and significantly reducing public debt ratios since 2021.

At the regional and international levels, he reiterated Qatar’s firm belief in resolving disputes through peaceful means and dialogue, highlighting the country’s active mediation efforts in several conflict zones, particularly in the Middle East, and reaffirming Qatar’s principled humanitarian stance. Referring to the recent violations of Qatar’s sovereignty, His Highness noted that the country emerged from these challenges stronger and more respected on the international stage, as reflected in the widespread condemnation of those aggressions and the growing recognition of Qatar’s active diplomatic and mediation role.

Regarding the Palestinian cause, H H the Amir reaffirmed Qatar’s unwavering position in condemning the crimes committed by the Israeli occupation in Gaza, describing what is happening as an act of genocide. He called on the international community to take decisive action to ensure justice, protection, and accountability. His Highness also reaffirmed Qatar’s continued diplomatic efforts to achieve a ceasefire, secure the delivery of humanitarian aid, and facilitate the release of hostages, while emphasising the need for full recognition of the State of Palestine.

His Highness the Amir’s speech embodied a comprehensive Qatari vision that reaffirms steady progress along a path built on economic resilience, continuous development, efficiency, and social cohesion, while preserving the nation’s enduring achievements. It also emphasised a foreign policy grounded in dialogue, peace, and sustainable development as core national and global principles.

These pillars underscore Qatar’s continued pivotal role in promoting peace and dialogue—an approach that has earned the international community’s appreciation and unwavering confidence in Qatar and its insightful vision towards global issues.
