Doha, Qatar: The Ministry of Education and Higher Education has launched two new policies governing school programmes and activities and student behaviour in government schools and kindergartens, as part of efforts to enhance the quality of the educational environment and establish a more integrated framework for students’ learning, development and wellbeing.
Undersecretary of the Ministry of Education and Higher Education Dr Ibrahim bin Saleh Al Nuaimi, inaugurated the two policies during a ceremony held at the ministry’s headquarters yesterday. The initiative aims to develop educational practices, unify organisational procedures and enhance the efficiency of government schools and kindergartens in implementing educational programmes and managing student behaviour.
The Policy for School Programmes and Activities establishes a unified framework for planning, implementing, monitoring and evaluating programmes and activities, while clearly defining the roles and responsibilities of those involved. It seeks to ensure the delivery of high-quality and safe programmes that respond to students’ needs, interests and abilities and contribute to developing their personalities and skills.
The policy also places emphasis on strengthening students’ national identity and promoting the values of citizenship, responsibility and community participation. It aims to enhance integration between classroom learning and school programmes and activities, improve educational outcomes and make optimal use of available resources and partnerships in support of the ministry’s educational objectives.
The Student Behaviour Management Policy, meanwhile, seeks to provide a safe, disciplined and stimulating learning environment while promoting positive behaviour and educational values among students.
It defines the rights and responsibilities of members of the school community and establishes unified procedures for dealing with different behaviours and violations based on clear and progressive educational principles.
Prevention and awareness are key elements of the policy, which also stresses the importance of strengthening partnership between schools and families.
It calls for students’ interests and educational needs to be taken into consideration when addressing behavioural issues, helping reinforce discipline, develop a sense of responsibility and maintain stability within the educational environment.
During the ceremony, Assistant Director of the Schools and Students Affairs Department, Fatima Yousuf Al Obaidli delivered a speech highlighting the importance of translating educational policies into effective daily practices in schools and kindergartens.
She said the true value of educational policies lies in their effective implementation and in turning their provisions into tangible practices that positively affect students’ daily experiences.
She stressed that the success of the new phase requires coordinated efforts, clearly defined roles and stronger communication among all members of the school community to ensure a sustainable positive impact on students.
“We look forward to the launch of the two policies marking the beginning of a more integrated phase in educational work, based on effective partnership and shared responsibility, with students’ needs and their educational experience at the heart of school practice,” Al Obaidli said.
The launch reflects the ministry’s commitment to achieving greater integration in educational behavioural aspects of school life and providing schools and kindergartens with a clear institutional reference to support the implementation of approved practices.
The policies are also expected to enhance the quality and effectiveness of school programmes and activities while strengthening the overall framework for student behaviour management.
The ministry emphasised that creating a safe and integrated educational environment requires respect for all parties involved in the educational process and a balance between protecting students, supporting teachers and empowering parents as active partners in education.
Through the new policies, the ministry seeks to further strengthen a student-centred educational system that provides children and young people with comprehensive opportunities to learn, develop, participate and excel, while fostering a school environment built on trust, discipline and mutual respect.
