MoEHE launches ‘Hisn 2’ to promote students’ mental, social wellbeing

Doha, Qatar: The Ministry of Education and Higher Education (MoEHE) has launched the second edition of its 'Hisn' preventive project in government schools and kindergartens for the 2026-2027 academic year, as part of efforts to promote students’ mental and social health and create safe, supportive learning environments.

The launch forum, organised by the Student Protection and Care Section of the School and Student Affairs Department, was held at the ministry’s permanent headquarters and attended by more than 400 psychological and social specialists from government schools, kindergartens and specialised schools for students with disabilities.

The “Hisn 2” project aims to strengthen protective factors and life skills among students across all educational stages, reduce risk factors and promote positive and safe behaviours, contributing to a school environment that supports learning, healthy development and psychological wellbeing.

Opening the forum, Assistant Director of the School and Student Affairs Department Fatima Al Obaidli said the launch of “Hisn 2” builds on the project’s mission of establishing a culture of prevention among students and encouraging positive behaviours.

She emphasised that children in schools and kindergartens represent society’s trust and future, noting that providing a safe and aware educational environment requires integrated efforts involving families, schools and the wider community.

Prevention, she said, is a shared responsibility, while investing in awareness today contributes to building a safer, more conscious generation capable of facing future challenges.

During the forum, psychological consultant at the Student Protection and Care Section Dr. Ahmed Al Hadidi, presented the statistical analysis of the first “Hisn” project, implemented during the 2025-2026 academic year.

He said preventive programmes were implemented in 145 schools and benefited 30,904 male and female students, while 16,610 parents participated in related activities. Community partnerships were established in 130 schools, and 98.6% of the approved preventive programme plan was implemented.

The impact assessment also showed positive levels of participation and benefit. The “Safe Steps” preventive programme recorded an average evaluation score of 96%, followed by the “Etzan” (balance) programme at 86.5% and the “Protection and Safety” programme at 80.7%.

The preventive programmes under “Hisn 2” are divided into three main programmes. “Protection and Safety” targets primary and model-stage students in boys’ and girls’ schools, focusing on preventing behavioural problems and social and educational adjustment difficulties through self-protection skills, emotional management, positive relationships, constructive behaviour, self-confidence and school belonging.

The “Irada” (willpower) programme targets preparatory and secondary students in boys’ and girls’ schools. It focuses on preventing risky and undesirable behaviours during adolescence, while strengthening self-awareness, decision-making skills and mental health.

The “Safe Steps” programme is designed for students in specialised schools for people with disabilities.
