Cabinet approves draft law on regulating real estate development

Doha: Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet regular meeting held at its seat at the Amiri Diwan, yesterday.

Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi stated that cabinet reviewed topics on its meeting’s agenda. The cabinet approved the draft law on regulating real estate development. 

The draft law is to replace Law No. 6 of 2014 to regulate real estate development, in order to keep up with the recent developments and activate the real estate market.

The cabinet approved its draft decision of the terms and conditions of the participation of companies and entities established and registered with the Free Zone Authority and Qatar Financial Center or other entities legally authorised to do so in tenders, auctions, practices, competitions and direct agreement.

Under the provisions of the draft, companies and entities, other than insurance companies and banks, may participate in tenders, auctions, practices, competitions and direct agreements, in accordance with the terms and conditions set forth in this decision. Companies and entities, when participating in tenders, auctions, practices, competitions and direct agreement, shall be subject to the provisions of the tenders and auction regulation act and its executive regulations.

The cabinet approved that the State of Qatar will host the next edition of the World Telecommunication Standardization Assembly, which will be held in 2020. 

The cabinet approved the accession of the Qatar Financial Markets Authority to the Francophone Institute of Financial Regulation. The Cabinet approved the accession of the State Audit Bureau to the Economic Cooperation Organization of the Supreme Audit Institutions (ECOSAI) as an observer. The cabinet also approved a draft grant agreement on funding the support for the Independence Accreditation Program and the partnership program to support the Supreme Audit Institutions SAI operating in the sensitive conditions in Audit Bureau in Qatar for the INTOSAI Development Initiative between the State Audit Bureau of Qatar and the INTOSAI Development Initiative (IDI).

It also approved a draft grant agreement on funding the support for the use of the framework of SAIs performance measurement, and to enhance e-learning capabilities by the State Audit Bureau in Qatar for the INTOSAI Development Initiative between the State Audit Bureau of Qatar and the INTOSAI Development Initiative.
