Qatar’s National AI Strategy focuses on the six pillars of education, data access, employment, business, research, and ethics, guiding the country towards a brighter future where AI will inevitably play an increasingly important role.
Guided by the Third National Development Strategy, Qatar is leveraging AI to enhance public services, boost economic diversification, and advance sustainable development. These efforts are underpinned by the country’s world-class digital infrastructure, where strong connectivity supports the adoption of advanced technologies. Qatar has earned global recognition for its exceptionally fast mobile internet speeds, with its 5G and fibre networks reaching over 99% of the population.
Qatar is among one of the better-positioned emerging economies for AI adoption. The country and other GCC states benefit from advanced digital infrastructure, investment in research and development and growing access to AI talent. In Qatar, a big proportion of jobs exposed to AI are also considered highly complementary to the technology, suggesting considerable scope for productivity enhancement rather than outright displacement.
To reap the benefits of AI, countries need reliable electricity, high-quality connectivity, skilled workers, accessible data and effective institutions to translate technological advances into broad economic gains. Besides, appropriate governance is required as governments confront challenges ranging from employment disruption and inequality to privacy, competition and responsible use of the AI.
These challenges reinforce the importance of continued investment in digital skills, research and workforce development, while creating an environment capable of attracting global expertise.

The country features alongside some of the world’s technologically advanced economies such as Singapore, Sweden and the United Arab Emirates, reflecting the country’s sustained investment in digital infrastructure and its drive to build an innovation-led, knowledge-based economy.
