Doha, Qatar: Qatar plans to unveil a nationwide framework to empower priority care groups, foster long-term self-reliance, and expand specialised support systems in a push to modernise its social safety net.
Aligned with the goals of the Third National Development Strategy (NDS3), the comprehensive initiatives focus on elevating professional care standards, integrating individuals with disabilities into the economy, supporting senior citizens at home, and providing early intervention for children.
According to the National Planning Council (NPC), the country is introducing major updates to family and school-based care structures. For elderly citizens, Qatar is launching a dedicated home-based social care initiative.
A core pillar of the nation’s strategy is strengthening the workforce that delivers social care across the country. Recognising that high-quality care depends on qualified personnel, Qatar has set a target to increase the number of licensed social workers to 35 per 100,000 residents. This is designed to improve the quality, accessibility, and reach of the social support system in all regions.
To foster financial independence rather than long-term reliance on traditional support systems, the strategy places strong emphasis on skill development and economic inclusion.
Programmes are being introduced to build practical skills and enhance digital literacy among vulnerable groups, helping them participate actively in digital communities and the modern economy.
As part of this economic drive, Qatar is expanding its specialised social centers for persons with disabilities. The country has established a clear benchmark to raise the workforce participation rate of individuals with disabilities to 30 percent, opening up expanded career pathways in the labour market and encouraging broader participation in social life.
This programme allows senior residents to receive key social and healthcare support within their own homes, ensuring comfort, dignity, and strong family connections.
For school-aged children, the NDS3 establishes mandatory early assessments across schools nationwide. NPC noted that these standardised evaluations will identify children who require tailored learning or developmental support at an early stage, ensuring timely intervention and personalised assistance throughout their formative years.
Officials stressed that underpinning these sectoral initiatives is a broader effort to streamline access to state-support.
Qatar also plans to consolidate social services into unified, integrated digital platforms, removing institutional barriers and ensuring care reaches everyone in need. Industry leaders add that these measures reflect a strategic shift toward a proactive, inclusive social framework designed to help every resident build their future with confidence.
